Student Behavior Regulation

This regulation is called the Student Conduct Code.

The provisions of this Regulation shall concern the following:
  • Discipline the behavior of students within the University of Buraimi, or in any of its facilities.
  • To refine and reform the behavior of offending students, and address their behavior with educational methods available at the university.
  • Approving disciplinary penalties for students who violate the regulations and rules in force at the University.

All students enrolled at the University, as well as those enrolled in training programs and courses, are subject to this regulation.

The competent authority to implement the provisions of this regulation is the Department of Student Affairs, in cooperation with the relevant authorities in the university, to resolve violations that include what is referred by one of the deans of the faculties, or on their behalf, as well as the directors of the departments and heads of the various departments and the like. To the student, his /her guardian and the concerned faculty.

The penalties stipulated in this Bylaw shall not apply to offenses committed by the student outside the University and shall not affect the University and its various regulations as it is the prerogative of other concerned parties unless referred to the University.

The Director of the Student Affairs Department shall be responsible for applying the provisions of the Regulations to the violations mentioned in Article (16). He shall have the right to assess the referral of the violation to the Committee of Student Discipline and Conduct.

The Student Conduct and Discipline Committee is formed by a decision of the President of the University, headed by the Director of Student Affairs the Department, and the membership of five members of the university family to be selected from the faculty and administrative staff at the University.

The functions of this committee are as follows:

  • Apply the Student behavior regulation.
  • Follow-up investigations and decisions in cases of student violations of the Student behavior regulation.
  • Conducting investigations in matters referred to the Committee and determining responsibility therein.
  • Addressing the relevant authorities inside or outside the university, following up them, receiving the results and presenting them.
  • Supervise the implementation of the decisions issued.
  • Analyze the Committee's provisions and sanctions, and draw their conclusions.
  • Follow up on the deficiencies in the work of the Committee and propose recommendations to address them.
  • Communicate with relevant departments of colleges, to educate students.
  • Document all works and procedures in special records that can be consulted.

The Committee shall consider the violations referred by the Vice chancellor, one of the deans and one of the faculties, or their deputies, as well as the directors of the departments, heads of the different departments and the like, as well as following up the cases the Committee deems within or outside the University.

The meetings of the Committee shall be convened at the invitation of its Chairman. The meetings shall be valid only in the presence of two thirds of its members.

The Committee of Conduct and Student Discipline has its powers under this Law, and it may ascertain the investigation conducted with the violating student of the alleged offense, and the Committee may re-hear his statements in this regard, and may summon those who need to hear his statements from the parties to the case.

University of Buraimi expects that each member of the university community has the same vision, mission and goals, and that each member is firmly committed to honesty, integrity and the search for truth. The University expects all students to abide by the rules and regulations consistent with Islamic ethics, government laws on campus or at the place of residence, or during an activity supervised by the University unless He entered the scope of other legal entity, and failure to do so is misconduct or violation punishable, which could be up to expulsion from the university, most notably the following violations:

  • Breach of discipline and discipline and the proper conduct of study at the university, and the rules followed during lectures and holding exams, seminars or activities supervised by the university.
  • Arranged abstinence from attending lectures, or participating in other university activities and activities, which require regular regulations, or inciting such abstinence.
  • Objection or prevent others from participating in the activities of the University.
  • Cheating or attempting to cheat in the exam, or violating the exam system, or the calm that must be available in it.
  • Any act that affects honor, dignity or morals, or prejudices the good conduct and behavior, or that may harm the reputation of the university or its employees.
  • Assaulting or threatening to insult or threaten any member of the university, its visitors, or its employees.
  • Intake of intoxicating substances, or drugs, and the like.
  • Establishing or participating in any organization within the university without the prior approval of the competent authorities in the university, or participating in any collective activity in violation of the regulations, instructions or decisions in force at the university.
  • The use of the university buildings and facilities of all kinds for purposes other than those for which they were prepared or without the prior written approval of the competent authorities in the university.
  • Any act, speech, incitement or discrimination against religion, freedom of expression or Omani customs and traditions.
  • Introduce any material that can be used for an illegal purpose.
  • Destroy, misuse, steal or threaten to destroy any of the University's movable or immovable property.
  • Distributing leaflets, issuing newspapers, affixing posters of various types, forms and purposes, collecting signatures or donations, without obtaining the prior written approval of the university's competent authorities, or misusing the approval granted to carry out the said activities.
  • Forgery in university documents, or fraud in obtaining them, and the use of these documents for any university purposes.
  • Impersonate others in any matters related to the University and its affairs.
  • Give university documents and identities to others for the purpose of using them illegally.
  • Using the Internet service for purposes other than those for which it was initiated by the University.
  • Possession of any printed or electronic audio or visual material that violates the systems, values and ethics, and is contrary to Omani customs and traditions.
  • Possession of any explosive materials or firearms.
  • Wear fashion that does not take into account Omani customs and traditions.
  • One or more students are evacuated to one of the university facilities.
  • Bring food and beverages to classrooms, laboratories or the Learning Resource Center (University Library).
  • Smoking in non-designated places.
  • Access to places where entry is prohibited except for the stakeholders.
  • Holding a ceremony in one of the university facilities without prior permission.
  • Cooperation or facilitation of an unrelated third party to violate the University's regulations, procedures and security.

The disciplinary penalties that may be imposed on the student who commits any of the violations stipulated in the previous article of this Law shall be determined as follows:

  • Output from the lecture hall.
  • Linear alarm.
  • Deprivation of attending some or all of the lectures of the course that disturbs the student system during his teaching.
  • Denial of entry to the final exam.
  • The first warning to violate the student behavior regulations, and to inform the guardian orally.
  • The second warning of violating the student behavior regulations, summoning the guardian, and signing the statement indicating his clear knowledge of the violations committed by the student, and any future penalties he may face.
  • Submit a detailed report to the donor body for scholarship students on student violations of the Code of Student Conduct, to take what it deems appropriate.
  • Deprivation of one or more semesters from the use of the services provided by one or more university facilities where the violation is committed.
  • Deprivation of one or more semesters from practicing one or more of the student activities committed in the course of the violation.
  • Cancellation of registration for one or more courses of the semester in which the violation occurs, and notifying the granting authority for the scholarship students.
  • Temporary dismissal from the University for one semester or more, and the summer semester is not considered a semester for this purpose. With the donor for scholarship students.
  • Being a failure in one or more courses.
  • The final semester of the university.
  • Suspension of granting the degree not exceeding two semesters.
  • Revoke the decision to grant a certificate if it appears that there was a fraud or fraud in the documents or procedures for obtaining and granting the certificate.
  • If a student is caught in the course of an examination or test in the act of fraud, attempting or assisting with fraud, he shall be liable to one or more of the following penalties, as the Student Conduct and Discipline Committee deems appropriate:
    • be considered a failure in that exam or test.
    • Cancel his registration in the rest of the courses he recorded in that chapter.
    • dismissed from the university for one semester, following the semester in which he was caught.
  • If fraud is discovered in the examination or test, at any time after its termination, the perpetrator shall not be exempted from disciplinary responsibility. This student shall be referred to the Student Conduct and Discipline Committee to recommend imposing the appropriate penalty on him as mentioned in the item above.
  • The student who takes the exam or test instead of another student shall be subject to the following penalties:
    • Unregistered in that chapter.
    • dismissal from the university for two semesters starting from the semester following the semester in which he was caught.
  • If the person who entered the examination hall is not a university student, he shall be referred to the competent judicial authorities.
  • A student who has agreed with another student or another person to take an exam or test in lieu thereof shall be liable to one or more of the following penalties, as the Student Conduct and Discipline Committee deems appropriate:
    • As a failure in that course.
    • Cancel his registration in the other courses registered in that chapter.
    • dismissal from the university for one semester following the semester in which he was caught.
  • If the student destroys any of the University's property, he shall be paid at least the value of the damaged objects, in addition to the fees of repair and installation, and the consequences thereof, including special rights.
  • Two or more disciplinary punishments may be combined from the penalties stipulated in the articles of this Law, taking into account the gradual punishment.
  • The student referred to the investigation shall not have the right to withdraw from the study before completing the investigation.
  • Graduation procedures shall be suspended until the decision on the subject of the violation has been decided.
  • A student who has been temporarily disciplined from the University may not register in the summer semester prior to the semester.
  • The dismissed student shall not be considered for a temporary semester, any courses taught during his / her term, at any university or institute.

The powers to impose the following penalties on students shall be determined as follows:

  • The faculty member or the person studying the course shall inflict any of the penalties stipulated in items (1), (2) and (3) of Article (13) of this Law without investigation, provided that the student is not deprived of lectures, or In this case, he shall be deprived of the final examination, except by a decision of the Dean.
  • The Dean of the College may impose any of the penalties stipulated in clauses (2 to 10) mentioned in Article (13) of this Law, on the perpetrators of violations that occur within his college, or its facilities, and in the case of applying the penalty for issuing warnings or reporting This is in direct coordination with the Department of Student Affairs.
  • The Director of the Student Affairs Department may impose any of the penalties stipulated in Clause (2) and clauses (5 to 9) mentioned in Article (13) of this Law, on the perpetrators of violations committed on the campus outside the college buildings, or in residences. Students, or during offcampus activities.
  • The Student Conduct and Discipline Committee shall impose any of the penalties stipulated in Articles (13) and (14) of this Law, taking into account the general frameworks stipulated in Article
  • (15) of the penalties stipulated for the perpetrators of the violations referred to it.

The penalty imposed by the Committee on the offender shall be stipulated in these Regulations. The Committee shall have the power to commute the punishment if the Authority deems it appropriate. The penalty shall be graduated and commensurate with the degree of the violation taking into account the precedents, and circumstances.

The vice chancellor of the University, without referring to the Student Conduct and Discipline Committee, may impose any of the penalties provided for in this Law in the event of disturbances or disturbances caused by irregular study, quarrels, riots, assault on the property of the University, or a threatening situation. So, it calls for a quick bit.

The decisions issued by the Student Conduct and Discipline Committee to impose penalties on the violating student shall be final, after being approved by the Rector. The student may submit a grievance against the decision issued to the Rector within a maximum period of fourteen days from the date of notification of the decision, in accordance with the regulations in force in Student Complaint Petition.

  • If any authority possessing disciplinary authority to the students, pursuant to the provisions of this Law, determines that the offense entrusted to the student referred to discipline entails a criminal offense, it shall result in the discontinuation of the disciplinary procedure, and the referral of the student with the minutes of investigation by a decision of the vice chancellor of the University to the competent prosecutor; or The competent court to proceed the case in accordance with the provisions of the law in force in the Sultanate of Oman.
  • The acquittal of the applicant from the complaint or lawsuit filed against him under the provisions of paragraph (a) of this article, or the decision not to be liable for what he has been assigned to, shall not prevent the disciplinary action necessary against him, under the provisions of this Law, for the violation committed, and the imposition of Appropriate disciplinary punishment if convicted.

The student shall be notified of the violation attributed to him, and shall be informed of the date set for his appearance before the Student Conduct Committee sufficiently in advance. The punishment shall not be imposed on the student until after questioning him in writing, and hearing his statements regarding the attributed to him. He was informed of the interview and investigation, unless he had an acceptable excuse, and the punishment was then imposed in absentia.

The student shall not be exempted from punishment on the pretext that he is not aware of the regulations and regulations of the university and the instructions issued by him.

The Chair of the Committee shall submit the minutes of the Committee to the vice chancellor of the University for approval. The Chair of the Committee shall issue the disciplinary decisions against the violators.

The decisions issued for disciplinary penalties shall be kept in the student's file.

Issues relating to student housing are subject to a special regulation, the student housing regulation, provided that its provisions do not conflict with the provisions of this regulation. If they conflict, the priority of implementation shall be the provisions of this regulation. The student discipline and discipline committee shall have the authority to apply the regulations.

This Regulation shall come into force from the date of its publication, and all previous inconsistent disciplinary regulations and regulations shall be repealed.
